Knowing what the Netherlands wants with Europe prevents it from arriving at every European top with ‘no’ and leaving with ‘yes, but’. This weakens both the negotiating position of the Netherlands within Europe and domestic support – after all, Rutte always comes home as a loser.
Does the Netherlands dare to follow Germany and, with steps and under conditions, support further tax integration? Does it want to defend the hybrid structure of federalism and strong member states, despite the democratic deficit it causes? Or does it want to detach the Union financially, with all its consequences?
It is not only up to Rutte to confess color. All parties in the House of Representatives will have to think about what they really want with the European Union. The fact that the House passed a motion last year in which the parties opposed an ‘ever closer Union’ is significant for the mindset, but is not in itself a Europe strategy.
Making your own choice prevents other countries from doing it for the Netherlands. If such a choice is not out of enthusiastic idealism or a deeply felt historical necessity, then at least out of the realization that without the European Union the Netherlands will become what it does not want to be: powerless, poorer and more isolated.
If Rutte wants to get the skeptical majority, he has to tell an honest story.
